Salaries Blockage Hits Gov’t… As Thousands May Not Take Pay

MONROVIA: The Director-General of Civil Service Agency (CSA), Josiah Joekai, has authorized, with immediate effect, the blocking of the salaries and subsequently removed from the CSA payroll, all individuals who were employed from December 18, 2023.

Director Joekai indicated that such employment was in violation of former President George Manneh Weah’s directive, suspending all new employments and service contracts across government institutions.
Additionally, he disclosed that the CSA is set to work with all spending entities concerned to reverse all promotions and salary increments during the period of the presidential directive.
The CSA Boss, however, expressed gratitude that the CSA is collaborating closely with the Ministry of Finance and Development Planning to finalize the payroll automation process.
He narrated that “said collaboration initiative involves transitioning the payroll system from the highly manipulated Alternative Temporary Automated Pay System (ATAPS) to the more efficient and modern Civil Service Management system.”

He added that the transition will mark a significant 100-day deliverable milestone of President Joseph Boakai’s administration to streamline the payroll management procedures, greatly minimizing human intervention and reducing instances of waste and abuse of public finance.
It is however, not clear as to the total number of persons who were employed in Government from 18, December, 2023, but an official of government who asked not to be named for administrative reasons, said the latest decision by the CSA may impact the salaries of thousands of persons.
