MONROVIA: As part of the Unity Party (UP) led government’s fight against corruption, the Commissioner of the Public Procurement and Concessions Commission (PPCC), has disclosed plans by the Commission to launch an Electronic Government Procurement (E-GP) System.
In an interaction with reporters at the Ministry of Information, Cultural Affairs and Tourism (LICAT), Tuesday, April 2,2024, Bodger Scott Johnson, said the PPCC is getting close to concluding the development of a robust Electronic Governance Procurement (e-GP) system in Liberia.
This electronic system is an international software developer, and European Dynamics company that was contracted to develop the e-GP system on a Software-As-A-Service (SAAS) Model.
Commissioner Johnson explained that the e-GP system will be able to automate most of the manual procurement processes that are inherent with individual discretions, which are the greatest vulnerabilities and highest risks in public procurement.
He also told reporters that the system will be used for online submission and approval of major procurement documentations and enhance the bidding processes through the online submission of bid documents.
According to him, when the digital platform is launched, they Commission will start with minimum government’s entities to include their portals and will have linkages with other online platforms, of those entities that will be able to work on the country’s documents.
“The e-GP system is expected to go live in July 2024 and will initially be piloted to six Ministries, Agencies & Commissions (MACs), and subsequently be rolled-out to the other entities of the Liberian Government”.
At the same time, Commissioner Johnson disclosed that the World Bank İs funding the initiative, which basically seeks to procure, install and deploy the e-procurement application to all institutions of the Government of Liberia, with the objective of increasing effectiveness, efficiency, transparency, integrity in public and Validation of Draft Public Procurement.
