On the sidelines of FOCAC, he signed a $3 billion memorandum of commitment (MOC) for construction of refinery in Buchanan and other energy projects.

He also signed a $100 million project for roads and other multilayered infrastructural projects, geared toward improving the lives of the Liberian people.

There is an already signed MOU with a Chinese company, in partnership with ECOWAS refinery, and the Liberian government, under former President, Madam Ellen Johnson Sirleaf.

Reacting to the latest signed agreement, the CEO of ECOWAS refinery in Liberia, Chief Tony Chinyere, congratulated the new deal at Buchanan, calling for compensation on his deal.
